Default Voltage meter gauge

Voltage meter on Moneypit was dropping into the red whenever I put on lights/rear screen/heater etc.
So using Phil's cheap fix I swapped the brushes (well actually swapped the voltage regulator) but now the meter is even worse dropping down to about 7 volts.
Have checked the voltage at the battery and its charging at about 14.1 V as it should and the warning light in the dash doesn't glow so I am I looking at a faulty meter?
Can it be "repaired" or is it find another time?

They seem to suffer from a poor earth so make a new one and coonect it to the big earth bolt in the passenger foot well on the left, this cured mine
