I have two ISV's and one known to be fully working and both have a small gap just like the one you have got.

You can see the slit. But it's on the wrong (?) side. When the valve actuates, the \"shutter\" rotates to close the slit and then opens \"fully\" on the other side. This seems counter-intuitive.
