It sounds to me that you may have a failing pump which has gradually drawn more current and burnt the contacts in the relay.
Now with the relay in circuit you get nothing at the pump, and with the relay bridged you get a bad sounding pump.

First, inspect carefully the inline connector (looks like an inline fuse holder) to the fuel pump under the rear seat. Those connectors burn up over time, especially if the pump is bad.
